Move by Lodi Unified official signals curriculum transition

LODI - Lodi Unified School District Assistant Superintendent of Secondary Education Odie Douglas filed a request for reassignment last week, opening a window for the district to transition into a new philosophical mind-set at the high school level under new leadership.

Douglas, 54, was hired in Lodi Unified seven years ago as associate superintendent - second in command to then-Superintendent Bill Huyett. He has worked much of this time introducing a new level of "academic rigor" in Lodi Unified high schools under an all-college preparation model, meaning all students are enrolled in the courses colleges want to see on transcripts.

The Board of Trustees has declared recently that the district is to transition from an all college-prep model to the introduction of more career and technical education courses for students who believe a trade school or the work force is more likely to fill their needs than college readiness.

Douglas will be reassigned in July. The job he moves to could be within Lodi Unified, but Douglas said he has an open mind.

"I am looking forward to a new opportunity," Douglas said. "It's known that I've been pursuing a superintendency. I am going to continue searching for new opportunities."

Douglas was a finalist for Stockton Unified's superintendent search in 2010 before the district decided to hire the retired Carl Toliver on a two-year contract. Douglas also interviewed for the top spot in the Natomas Unified School District.

Superintendent Cathy Nichols-Washer said Douglas submitted his letter requesting reassignment within his credential area. She said the district has posted the assistant superintendent job without any replacement candidates in mind.

The position will pay between $105,000 and $135,000 annually according to an online classified advertisement. Douglas, who has his doctorate degree, is earning $164,000 annually.

Douglas was one of several administrators who were "re-shuffled" into new positions in 2010 after Nichols-Washer pledged to streamline services at the district office to coincide with other layoffs and budget cuts. The associate superintendent's office was purged in that shuffle. Douglas stayed in the superintendent's cabinet as an assistant superintendent.

"(Douglas) has a wealth of experience and knowledge. He's a very good person and a good administrator," Nichols-Washer said. "He is always going to do very well."

HOW SANTORUM REJECTS THE CONSTITUTION

More than anything else, the U.S. Constitution is an outline of the concept of federalism. Federalism is the very basis, or is supposed to be the very basis, of American government. This doesn’t register one bit with Rick Santorum. Writes Ann Coulter:

Even when I agree with Rick Santorum, listening to him argue the point almost makes me change my mind.

I also wonder why he’s running for president, rather than governor, when the issues closest to his heart are family-oriented matters about which the federal government can, and should, do very little.

It’s strange that Santorum doesn’t seem to understand the crucial state-federal divide bequeathed to us by the framers of our Constitution, inasmuch as it is precisely that difference that underlies his own point that states could ban contraception.

Of course they can. States could outlaw purple hats or Gummi bears under our Constitution!

State constitutions, laws, judicial rulings or the people themselves, voting democratically, tend to prevent such silly state bans from arising. But the Constitution written by James Madison, et al, does not prevent a state’s elected representatives from enacting them.

The Constitution mostly places limits on what the federal government can do. Only in a few instances does it restrict what states can do.

A state cannot, for example, infringe on the people’s right to bear arms or to engage in the free exercise of religion. A state can’t send a senator to the U.S. Congress if he is under 30 years old. But with rare exceptions, the Constitution leaves states free to govern themselves as they see fit.

In New York City, they can have live sex clubs and abortion on demand, but no salt or smoking sections. In Tennessee, they can ban abortion, but have salt, creches and 80 mph highways. At least that’s how it’s supposed to work.

And yet when Santorum tried to explain why states could ban contraception to Bill O’Reilly back in January, not once did he use the words “Constitution,” “constitutionally,” “federalism,” their synonyms or derivatives. Lawyers who are well familiar with the Constitution had no idea what Santorum was talking about.

He genuinely does not seem to understand the Constitution’s federalist framework, except as a brief talking point on the way to saying states can ban contraception…

If he truly believed in the Constitution, Santorum wouldn’t be promoting big social programs out of the federal government, such as tripling the child tax credit exemption and voting for “No Child Left Behind.”

No federalist can support this man.

For those who claim to be “constitutional conservatives” supporting Santorum basically renders that label meaningless. Santorum has repeatedly attacked the 10th amendment, which most of the Founders considered the strongest emphasis possible of what the entire Constitution was really all about. I made this same point about Santorum, his ignorance of the Constitution and his rejection of federalism at The Daily Callerearlier this week.

Once Inside I Declared My Candidacy For Mayor

I am embarking on a quest, sort of a self challenge to test my own will by following the faith that I have been blessed with. This is a pivotal time in Stockton, as is around the world today. Some might be going about the day as if everything is fine, we the people need to Unite and form a more perfect Statehood, and soon show signs of progress. Being in charge of a city's financial management, how can you spend money that isn't there? Who is supposed to pay for it? I wish I could declare bankruptcy being 341 Million in the hole, I am sure I would have a city thriving on freedom of choice, and a more traditional feel to life here in the Central Valley.

Maine Caucus Results to be Reviewed

Friday, 17 Feb 2012 02:03 PM
By Martin Gould

Mitt Romney’s presidential hopes have taken another bashing as his victory in the Maine caucuses was snatched from him pending a recount which will not be announced for more than three weeks.

Under-fire party chairman Charlie Webster, who initially insisted that despite irregularities in the count, Romney would still win, said new figures would not be released until after a Republican State Committee meeting on March 10, nearly a month after the vote was supposed to have concluded.

The decision robs Romney of some of his bragging rights, at least temporarily, as he can now only say that he has won three states in the primary season, compared to four won by Rick Santorum and one by Newt Gingrich.

The fiasco in Maine follows problems in two other states that use the caucus systems and has cast doubt on the whole process. In Iowa, Romney’s initial slender victory was overturned in favor of Santorum, while in Nevada the result was delayed for hours.

Figures for Washington County, which is due to hold its caucuses on Saturday after postponing them for a week due to a threatened snow storm, will be considered for inclusion in the final tally, Webster said.

The count in the Pine Tree State involves fewer than 6,000 votes. In the initial count Romney beat Ron Paul by 194. The caucus results are non-binding.
