When the World shifted into our understanding, will we change?


Well, ladies and gentlemen, a barrel of oil is a barrel of oil. You know the size of it, you know the weight of it, you know its wealth making properties. Property owners understand boundary peaks and fences but the spectrum, well, you can’t see it, it doesn’t behave itself with respect to manmade laws, it’s governing laws are the laws of physics rather then economics or political lines in the sand, so it’s difficult, difficult to describe in a legal sense of what is your right. I have a title for my property, making a title for spectrum is difficult.

So is the application of property rights appropriate for the radio frequency spectrum? Fundamental question. I believe it is, that in some segments of the radio frequency spectrum the management is better off being the responsibility of the party to which excess of the spectrum gives the greatest value.

Take the similar radio bands for example, management of interference with these bands by the service provider allows for a dynamic approach to engineering. There are -- [inaudible] -- to my own country where the antennae patent has changed between morning and night to make up for the capacity, drive time, extra capacity needed. Can’t apply for a license like that, that people are doing it need to be master of their own destiny, management rights allows people to be masters of their own destiny, property rights.

One of the roads to excellence in spectrum management, like virtually any other activity of mankind, is through competition.

Imagine that you want to put a fixed link between point A and point B. You need a license, you go along to one spectrum manager and he gives you a proposal, but then if you can get another proposal the quality of engineering is driven up and the costs down, fundamental part of competition. And you all know it, have it seen applied to every other field.

So what is needed to bring this about? How do we get there? Let me use the example of my own country, New Zealand. In the early 1980s the New Zealand economy was racing to the back door. In just 30 years we’d managed to move from one of the wealthiest nations per head per population to about 20th on the OECD list. There were many reasons for this, New Zealand is a small country, it did not have the ability to determine its own future economy, we were a pointer(?) in the falling of the European Community and many other things that caused it. But nevertheless our economy was racing to third world status.

The country was amassing huge debt and as I said the economy was sliding backwards. In 1984 the new labor government at the time under the Prime Minister of David Longey(?), upon being reelected to power opened the books and finding the cupboard rather bare decided change was needed. At that stage ladies and gentlemen about 48 percent of the workforce were either directly employed by the government or in government agencies. At that stage

the government owned the New Zealand Post Office, the railways, the airline, the tourist bureau and so on and so on and so on. The government of the day looked at what it owned and decided to undertake a zealous program of government asset sales. The theory was that the revenue from the sale of assets would help alleviate the national debt. It would also bring market forces to the provision of services and the excellence that such forces would bring.

As a first step the government formed state owned enterprise with the government as owner. Each state owned enterprise had a commercial mandate and the body of business law applied to it, they were no longer under the umbrella of protection of government. The SOE was required to provide a dividend to its owner and the government, which was the government which also helped to round the budget.

When the opportunity is right the state sold some of the SOEs and used the money mainly for the national debt. Not all SOEs or state owned enterprises end up being sold, some were too difficult. And in a couple cases, notably in the airline industry and in the railway industry, the whole theory fell flat in the face and the government had to come involved again. It wasn’t a completely wonderful story all the way through but generally it was. The sale of Telecom New Zealand was quite a success story for example.

But it was in this environment of the need to privatize, to look at the business efficiencies in every sector, that the government officials of the 1980s looked at the opportunities to enhance the value of the radio frequency spectrum to the nation by overcoming the problem of a monopoly supplier, the then New Zealand Post Office. In 1988 the government contracted the NERA, N E R A, Organization of the United Kingdom, to report on what the possibilities were. This was a major turning point and even though history has shown that the issues were rather oversimplified and there’s a tendency always for people to oversimplify spectrum management issues that the basic concepts were of great merit even today.

Scientists Discover New Cave Spider Species… with Claws!

Meet Trogloraptor, fearsomeness incarnate. The creature more than lives up to its name—it is, in fact, an eight-legged showcase for scientific novelty. The spider somewhat resembles the brown recluse, famed for its flesh-necrotizing venom—but at four centimeters, Trogloraptor is about twice as large. In fact, this spider is an entirely new critter—just look at those legs, each ends in a curved, scythelike claw. Citizen scientists and arachnologists have uncovered these spiders in the caves of southwestern Oregon and old-growth redwood forests. As they report in ZooKeys, the discovery of Trogloraptor is a taxonomic wonder that establishes a new family, genus and species in the spider family tree.

Troglo's story begins with citizen scientists in the Western Cave Conservancy who spotted the strange spider in Oregon's caves. They sent specimens to researchers at the California Academy of Sciences where entomologist Tracy Audisio, a research fellow at the California Academy of Sciences, puzzled over the new find. After approaching every member of the arachnology lab, she and Charles Griswold, the academy's curator of arachnology, took the finding to arachnologists around the country. They combed through comparative anatomy, fossil records and genetic analyses in their efforts to place the new spider, only to conclude that the cave dweller has a totally unique lineage.

GOP Rep. Tells Constituent Who Asks About Raising The Minimum Wage To ‘Get A Job’

House Democrats earlier this month proposed increasing the federal minimum wage to $10 an hour, which would catch the minimum wage up to the buying power it had in 1968. The proposal hasn’t gone anywhere, though, since Republicans who control the House of Representatives oppose any increase.
Asked by a constituent at a Fourth of July parade yesterday, Florida Rep. Bill Young (R) revealed that he is, predictably, opposed to the Democratic proposal. When a constituent asked him why he opposed boosting worker wages, Young replied simply, “Get a job“:

CONSTITUENT: Hi, I’m (inaudible) how are you? Happy Fourth of July. Jesse Jackson, Jr. is passing a bill around to increase the minimum wage to 10 bucks and hour. Do you support that?

YOUNG: Probably not.

CONSTITUENT: 10 bucks, that would give us a living wage.

YOUNG: How about getting a job?

CONSTITUENT: I do have one.

YOUNG: Well, then why do you want that benefit? Get a job.

Young seems to miss the point that the millions of minimum wage workers in this country already have jobs. What they want is a job that will pay them enough to actually live on, and Congress could afford them that “benefit” by making the minimum wage as strong as it was four decades ago.

Life is a mutual point between birth, and death. Death is the one guarantee in our life-time. The rest of it is up to you to control, everything that happens as a result of the things you've done in your past. I am stating the obvious, to the people who live without blame, but the other 87% of society thinks someone else is to blame for their faults. Every breath you take, is at your own risk, so catching an airborne illness is your fault.

With each step one takes in any direction creates more risk of a conflict that one otherwise would have never experienced. Now I see how staying Isolated, will give you a greater chance of achieving your goal(s) . Because a fixed object is easier to gravitate towards, plus it will build up more kinetic energy, to be utilized when exertion is needed.

Being that most people cannot sit still for more than 2-3 hours, it would be a great idea to learn a few hobbies, and begin a quest to master them. I myself acquired the skills necessary to play basketball, soccer, golf, bowling, tennis, football, and baseball. At most of the previously mentioned sports, I not only played on a team, but was always one of the top players as well.

These are me-breaks that help me relieve any stress, after devoting any amount of time to finish each project. Try to count to a 100, and free your mind of any thoughts, after counting, crack your knuckles and start to Type.

The stars came out on the final day of So-Cal's Coachella festival, only at Coachella would a surprise dance tent performance by a superstar like Rihanna (more on that later) not be THE most talked-about event of the day. Instead, everyone was talking about another, much more surprising superstar cameo, by Tupac. Yes, the late Tupac Shakur. In hologram form.
Tupac died in 1996, three years before the first Coachella festival took place, but that didn't stop him--or at least his bizarrely lifelike 3D image--from joining Dr. Dre onstage during Dre's much-hyped festival finale this year. Call it better gigging through technology: About halfway through Dre's 70-minute set, what appeared to be an actual shirtless Tupac appeared onstage, greeted the crowd with "What up, Coachella?"--and then traded rhymes with Dre's co-billed Coachella partner, the flesh-and-blood Snoop Dogg, on "Come With Me," "Hail Mary," and "Gangsta Party." Concertgoers at first seemed confused--the audience momentarily grew abnormally silent--and that confusion only increased when Tupac suddenly vaporized and vanished from the stage as quickly as he had materialized. All eyez were on him, so to speak, and then, POOF--'Pac was gone.

Man Allegedly commits 10 felonies in 9 hours

One man traveling through Tennessee allegedly completed a crime spree with such urgency that even local police say they'd never seen anything like it.

William Todd, 24, is accused of committing 10 felonies in just nine hours while going on a "terror" through Nashville.
"He was just on a terror. I've never seen anything like this before," Sgt. Tony Blackburn, told WSMV.

Todd is not even a native of Nashville. Police say he traveled there on a Greyhound bus from Kentucky before beginning his unprecedented crime spree. Upon arriving in Nashville, he allegedly broke into a local business called The Slaughterhouse, where he stole a Taser, revolver and shotgun. He then proceeded to steal a T-shirt from the Slaughterhouse before burning the business to the ground.

Todd then moved on to a local bar, where he held four patrons at gunpoint. He robbed all four individuals but not before using the Taser on one and pistol-whipping another.

Just five minutes later, Todd moved onto his next alleged felony, carjacking a taxi driver at gunpoint. After leaving the cab, he used the credit cards he had stolen from the bar patrons to buy food.

"He was able to find the Walmart on Nolensville. He goes there and purchased $199 worth of items," Sgt. Blackburn said.
And that was only the beginning.

In the early hours of the following morning, Todd then broke into a local hotel's law office. He not only vandalized the offices but also then defecated on a desk and smeared his feces on some of the framed law degrees.

Leaving the offices, Todd then reportedly robbed several of the hotel guests. He knocked on their door pretending to be a female housekeeper, then robbed them at gunpoint. He was also reportedly crying while doing so.

He then briefly paused for a change in personal appearance.

"We have him on video leaving the hotel with a shaved head," Sgt. Blackburn said.

After crashing his stolen cab into a local parking garage, Todd then quickly held another taxi driver at gunpoint. When police finally apprehended Todd, he was hiding atop Opryland, partially submerged in a water-cooling vat. The Metro Fire Department was brought in to assist in Todd's removal from the vat, using a bucket and ladder truck.

His bond has reportedly been set at $180,000.

"He rode the Greyhound bus and had a layover, then left in blue lights," Sgt. Blackburn said. "There definitely could be more charges. We hope that there are no more victims."

8.6-magnitude earthquake strikes off Indonesia, triggering tsunami watch


– A tsunami watch was issued for countries across the Indian Ocean after a large earthquake hit waters off Indonesia on Wednesday, triggering widespread panic as residents along coastlines fled to high ground in cars and on the backs of motorcycles.

Some were crying. Others screamed "God as great" as they poured from their homes.

The U.S. Geological Survey said the 8.6-magnitude quake was centered 20 miles beneath the ocean floor around 269 miles from Aceh's provincial capital.

The Pacific Tsunami Warning Center in Hawaii said a tsunami watch was in effect for Indonesia, India, Sri Lanka, Australia, Myanmar, Thailand, the Maldives and other Indian Ocean islands, Malaysia, Pakistan, Somalia, Oman, Iran, Bangladesh, Kenya, South Africa and Singapore.

A tsunami watch means there is the potential for a tsunami, not that one is imminent.

Said, an official at Indonesia's Meteorology and Geophysics Agency who goes by only one name, said a tsunami warning has been issued for cities all along the coast of Sumatra island.

There was chaos in the streets, with fierce shaking continuing for nearly four minutes.

"I was in the shower on the fifth floor of my hotel," Timbang Pangaribuan told El Shinta radio from the city of Medan. "We all ran out. ... We're all standing outside now."
He said one guest was injured when he jumped from the window of his room.

The tremor was felt in Singapore, Thailand, Bangladesh, Malaysia and India. High-rise apartments and offices on Malaysia's west coast shook for at least a minute.

Thailand's National Disaster Warning Center issued an evacuation order to residents in six provinces along the country's west coast, including the popular tourist destinations of Phuket, Krabi and Phang-Nga.

Indonesia straddles a series of fault lines that makes the vast island nation prone to volcanic and seismic activity.

A giant 9.1-magnitude quake off the country on Dec. 26, 2004, triggered a tsunami in the Indian Ocean that killed 230,000 people, nearly three quarter of them in Aceh.

STOCKTON - Police fatally shot a man about 7:30 p.m. Friday in the 2700 block of Burlington Place after he threatened an officer, the Stockton Police Department reported.

Officer Pete Smith, a police spokesman, said officers pulled over a Toyota Camry with no license plates. The car pulled over, but the driver got out and ran away, Smith said.

Officers gave chase, and one of them scuffled with the driver, Smith said. The driver grabbed the officer's baton and was threatening the officer with it, Smith said.

The other officer shot the driver, who was taken to a hospital and declared dead.

Police did not say how many times the fleeing driver was shot, nor did they release any other details, including his age.

Police were on a standard patrol, Smith said. He did not say how many shots were fired, nor did he release the names of the officers involved.

Friday's shooting occurred about six blocks from where police fatally shot a man who shot and wounded another officer on March 22.

West Coast leaders launch plan to create a million new jobs by 2020

VANCOUVER, March 13, 2012 - Gathering on the eve of the GLOBE Conference on Business and the Environment, leaders from British Columbia, California, Oregon and Washington today endorsed a bold new action agenda to grow the clean economy along the West Coast.

"B.C. is proud to host this year's Leaders Forum," said British Columbia Premier Christy Clark. "The Pacific Coast Collaborative is a unique and innovative vehicle for West Coast leaders to identify collaborative strategies in a face-to-face setting. Today's meeting is the culmination of months of work within our four jurisdictions on an action plan to create jobs and strengthen the economy of our shared mega-region."

To guide the 2012 West Coast Action Plan on Jobs, Pacific Coast Collaborative Leaders commissioned an economic analysis of the clean economy to identify the most promising markets for job creation, including energy-efficient buildings and advanced transportation. All told, the new report, West Coast Clean Economy: Opportunities for Investment & Accelerated Job Creation, released today, found that the $47-billion clean economy sector could triple in size by 2020, given the right policies and partnerships.

"We have proof that our actions are already working," said Washington Governor and Pacific Coast Collaborative Chair Chris Gregoire. "Now we want to go even faster – and create up to one million jobs in the next decade through the 2012 Action Plan on Jobs. Through collaboration and low-carbon innovation, we have developed a win-win competitive strategy that will continue to work well for all of our jurisdictions."

The 2012 West Coast Action Plan on Jobs outlines a series of measurable commitments by each jurisdiction for retrofitting state-owned buildings, fleet purchasing of advanced technology vehicles, and creating world-class energy standards to incentivize private sector leadership and advanced manufacturing.

For example, each of the four jurisdictions has pledged to implement strategies to move the public building stock toward net-zero energy building performance, beginning with a commitment to achieve at least a 20 per cent improvement in energy use by 2020, within the context of programs within each jurisdiction.

"We have come together here in Vancouver to reject the myth that jobs and the environment are in conflict," said Oregon Governor John Kitzhaber. "More than 500,000 Pacific Coast residents are cashing clean economy paychecks right now. And job creation rates in the clean economy are well above those for other shrinking sectors of the economy, pay better, and have been more resilient to the recent economic downturn."

"California already gets 20 per cent of our energy from renewables, and by 2020 we'll achieve 33 percent or more," said California Governor Edmund G. Brown Jr. "Our policies are building new markets and spurring creativity globally. By working collaboratively with our Pacific Coast neighbours, we can set the terms for long-term job growth and economic strength."

Georgia Cheated Ron Paul in Caucuses



This doesn’t at all surprise me. I’m a Democrat living in CA, & sometimes I feel that if I don’t vote a certain way, that my vote won’t be counted. I haven’t gotten involved in politics as deeply as you guys have, but I feel like the last few elections here were ‘won’ & handled the same way with what I just saw.

Why is the Media not showing anything of this on any type of news networks.

RON PAUL CAMPAIGN TO GOP: ADAPT OR DIE




I don’t agree with everything said in this story, but it does a pretty good job of putting the long term revolutionary aspects of Ron Paul’s campaign into proper context. As I’ve said before, when the 2012 elections are over, candidates like Mitt Romney and Rick Santorum will be nothing more than asterisks in the history books, while Ron Paul will remain the most important political figure of our era. Reports CBS News:

As Paul’s team will openly admit, his presidential run has doubled as an effort to advance the Libertarian movement. And on that measure, there are reasons to already view it as a success.

Start with the vote totals… Paul has consistently won more votes in the 2012 cycle than he did in his presidential run four years ago. In Ohio, he went from 49,027 votes in 2008 to 111,238 votes in 2012; in Michigan, he went from 54,434 votes four years ago to 115,712 votes in this cycle. He more than quadrupled his vote total South Carolina, tripled it in New Hampshire and doubled it in Georgia.

Throughout the campaign, Paul has attracted the sort of crowds that also-ran candidates rarely see, including the 4,600 people that turned out to see him in Champaign, Illinois, on Wednesday. Meanwhile, his passionate supporters have continued to pour money into his campaign, even as Paul’s odds of winning the nomination have gotten ever longer.

“It does seem like this is a real step forward within the Republican Party,” said John Samples, who directs the Center for Representative Government at the Cato Institute, a Libertarian think tank. Noting that Paul’s supporters tend to be younger and previously disengaged from the GOP, he added: “He’s reaching a new constituency, and he’s doing it in the context of a party that has concerns about the future…”

Jesse Benton, Paul’s campaign chairman, said he does see evidence that Paul’s ideas are making a difference.

“There is a big debate right now inside the Republican Party on getting out of Afghanistan,” said Benton. “Look at the monetary issue. You’ve got candidates across the country campaigning on sound money, the gold standard, auditing the Federal Reserve. You’ve got internet freedom – Republicans came together and they opposed SOPA.” Benton also pointed to GOP efforts to cut spending, though he said such efforts have not gone nearly far enough…

Benton stresses that the Paul campaign is not giving up on winning the nomination, though he concedes that Paul is not going to get the 1,144 delegates necessary to secure it before the GOP convention in August. He argues that if no candidate secures the nomination before August, Paul will ultimately triumph at the convention.

“A brokered convention is now our stated goal, and winning the nomination for Dr. Paul at said convention will require extensive politicking,” he said. “We plan to head to a Tampa with every political bullet we have loaded in our gun, ready for the convention fight…”

No matter what happens, Libertarians seem committed to moving the Republican Party toward their beliefs over the long term… Samples, of the Cato Institute, says Paul may ultimately be remembered as the man who moved the Republican party away from the George W. Bush model and into the future.

“There’s generational change going on here, and perhaps as time moves on you’ll see a different kind of Republican who’s closer to him,” he said. “And as you look back, you might say he kind of foreshadowed what happened.”

Benton’s message to the party, meanwhile, is simple: Adapt or die.

“The party’s at a crossroads,” he said. “They’re either going to start to embrace real limited constitutional government – and I think a lot of people are – or they’re really going to struggle nationally.”

“If they want to shrink this down into a little teeny tiny minority party,” he added. “They can keep catering to the neoconservatives.”
